WORLD WIDE WEB and the INTERNET

The internet is fast becoming a source for legal information related to all fields of Intellectual Property. Use of the internet and the world wide web has skyrocketed over the past three years. As a result, numerous web addresses or sites have emerged which contain Intellectual Property related material. Although primary sources such as federal legislation and cases are available, accuracy and quality are a question mark. Many of the sources are not up-to-date and generally, there is no way to check the accuracy of the materials listed. It is recommended that for the moment, one continue to use other sources for these materials. Nevertheless, in time, more primary sources will emerge on the net in more accurate and up-to-date forms.

At present, one can use the internet for a good collection of secondary sources comprising current stories and articles related to intellectual property as well as selected. Patent and Trademark seraching capabilites are also available on the internet. However, most searches can only be conducted for a fee from the many commercial search companies that maintain sites on the net. Of the patent databases available for free on the internet, they are limited to United States patents from the last year or to patents related to the AIDS virus or Biotechnolgy.

Quality and the amount of legal material available on the net will only increase. Although not yet a substitute for other sources of information, in the future, one may be able to use the internet to satisfy all their researching needs.

Althought this site is limited to AIDS patents, this is still one of the best sources on the Web to consult for patent searching. This Database provides free access to full-text United States patents related to Acquired Immune Deficiency Syndrome (AIDS) as well as to HIV. This site is easy to use and search. An on-line help directory is available and Patents can be searched by keyword, title, abstract, inventor's name, assignee's name, etc... One can view the full text of each patent or only the abstract. Images can be viewed, however, additional image software is necessary. The search engine incorporates Boolean connectors found in most commercial databases. Hot keys jump to cross references.

One can search using "Natural Language," or by using terms and connectors. Field searching is also an option. Each query brings up documents ranked in terms of relevance to the words in the query. But, your search terms will not be highlighted in the patents called up. Images of the drawings are not offered. Hot Links to other Intellectual Property sites are listed.

This site allows one to register with Micropatent on-line. Registering with Micropatent allows one access to their full collection of full text United States patents since 1976 for an additional fee. By registering, the last two weeks of United States patents are also available and searchable by patent class. On-line service is available for a fee. Type in your query on searching patents or other patent related information such as news, Patent & Trademark bulletins, etc... and a response is made within 24 hours by a customer service representative. Additional software is needed to view images of the full text patents ordered.

This is probably the most comprehensive WWW site for computer-assisted research of law topics. Besides Intellectual Property, all other major areas of law are on-line with their own databases. Cornell has the best collection of Intellectual Property primary sources on the net (last updated in 1994). Both the full text versions of the Patent, Copyright, and Lanham Acts are availabe as well as a selection of other IP related statutes. Intellectual property areas are subdivided into Computer, Copyright, Patent, Technology Transfer and Trademark. Major statutes are searchable by keyword or section. A selection of IP related Supreme Court Cases and a number of international agreements and their IP sections are also viewable in full-text form. This site provides recent bulletins from the PTO and a selection of IP related articles. Hot Links to many other IP sites on the Web.

Among the articles listed are numerous papers on computer software patenting and copyrighting. A layman's guide to various aspects of Intellectual property, such as "what is a patent," makes this a good site for novice inventors. A directory of IP news groups is listed. Of note, a separate section devoted to Georgia Law and intellectual property in Georgia is provided.

There is no indication as to how old the material in this database is. A list PTO fees and the Manual of Patent Examination Procedure are available. Additional software may be needed to view certain scanned pages of the MPEP. Tips on claims drafing and selected sections from the Code of Federal Regulations on preparation of patent drawings may be of use to both the patent attorney and inventor. A listing of recent patent names and numbers for Chemical and Electrical U.S. patents from the last six months is included in the directories of this site. Recent articles on IP news include a number of papers on the GATT.

This site, run by Greg Aharonian, is a good place to search for patent information. This site allows you to perform limited patent searching and gain access to information on the patenting process. Besides numberous hot links to other IP sites covering patents, this site has its own archives on Patent Law. An index to all U.S. Patent classes and subclasses is searchable by class or subclass code. This index is also further subdivided into chemical, electrical, and design patents as well as engineering and mechanical patents. This index or manual of classification allows the inventor or patent attorney to retreive patent titles or patent abstracts. A good collection of documents from the Patent & Trademark Offices in the United States, Great Britain, Brazil and Hong Kong allows one to gain information about the patent application process. Examiner names, filing fees, and the locations of PTO depository libraries are but a few of the topics covered in this collection of documents. There is also a good collection of news articles on patents and clips from various patents. Selected text from the Code of Federal Regulations on patent drawing is available as well as web mailing lists of IP related USENET groups. By registering, one can also be placed on STO's mailing list to receive for free a weekly mailing of all patents released during the past week and other patent news. This mailing list can be tailored to a specific technical area.

This is one of the better sites on the internet for primary sources. Selected U.S. Federal Legislation, pending or otherwise, scanned from the Code of Federal Regulations, Constitution, Federal Register and transcripts of testimony from selected government hearings are provided. Be sure to check the date and accuracy of primary material taken from these sources. All major IP statutes, such as the Copyright and Patent Acts are available and searchable by section or keyword. Summaries of Intellectual Property Law in foreign countries are on file as well as a selection of articles on current Intellectual Property issues. Access to some of these sources may be limited. One might have to be a registered user to view all materials at this site. Hot links to other IP related sites that are government affiliated and a directory of legal professionals make this a good place to scan for federal government material. The entire full text version of GATT is on-line and searchable by section. Much of the material at this site can be downloaded directly into certain word processor programs (Word Perfect or ASCII seem to be the prevelant format). Reviews of selected Law Books are a unique feature of this web address. Finally, a few IP related cases (full text) are on file in the Intellectual Property archive. Most of the cases are related to recent patent cases such as biotechnology or software.
